Title: Open Archives initiative (OAi) Annotation

This project is to develop one of the first, and most important, services to
build upon work in the Open Archives initiative.
It will leverage the BS thesis of Todd Miller, who ran focus studies to find
that the most useful extension for NDLTD would be an annotation service.
The idea is to allow annotations for three types of people, who wish to
add comments to existing documents:
- creators (authors) who want to add new information or pointers after they
have archived a document, for public access;
- those identified by the authors as acceptable to make annotations for public access
(e.g., supervisors, collaborators, colleagues);
- anyone who wants to make annotations for their own private purposes, e.g., take
notes about documents they have read.
