Originated by CCITT (now ITU), this standard was planned for ISDN-based videoconferencing. A newer version of the worldwide standard for videoconferencing is H.320.

The "p" is in the range 1 to 30, and counts the number of ISDN connections desired. With 6 or higher values, human face-to-face videophone or videoconference becomes feasible.

Compression and decompression deal with normally expected variations of bitrate, that are automatically throttled by the hybrid coding combination employed.
