Sensible, feasible, comprimise of self-regulation (using PICS concepts and existing compatible software) with passive government regulation using existing laws involving freedom of speech.
No physical borders, no intellectual bordrs; i.e., no censorship.
Lastly, illiteracy and poverty are the ultimate limitations to free speech, Internet or otherwise.
